Enchilada Sauce

2 Tbsp vegetable oil
2 Tbsp flour
1 Tbsp chili powder
1/2 tsp. cumin
1/4 tsp. garlic powder
1 tsp. salt
8 oz. tomato sauce
2 c. water
Combine first three ingredients in a saucepan on medium heat and cook for one minute. Add remaining ingredients, bring to a boil then simmer for 10 minutes.
Makes about 3 cups
